摘要(Abstract)：

在高等教育普及化阶段实施精英教育，不仅要纠正对于“精英教育”的片面认知，还应从逻辑基础和实践路径两个层面探讨其合理性和可行性。本研究分别从法律视角、政策视角、公平视角和效率视角探讨了高等教育普及化阶段实施精英教育的合理性和必要性；提出了高等教育普及化阶段精英教育的实践路径，即构建富有时代内涵的精英教育理念和培养体系，借鉴国内外高校精英教育的先进经验开展创新探索，完善精英教育的顶层设计并优化培养方案，为改善精英教育的效果提供关键支撑。
